Medical Supplies Procurement: State of Affairs within the EU - March 2013 -

Medical equipment to support civilian and military Common Security and Defence Policy (CSDP) operations as well as humanitarian aid operations undertaken by the European Union (EU), are a critical component of the EU’s capacity to act beyond its borders in an effective and timely manner. Nevertheless, little research and analysis have, so far, been made on the state of affairs of the Union’s procurement of medical supplies. The present report attempts to fill the existing gap by adopting an approach focused on medical supplies procurement standards and procedures across the range of EU external activities and by analysing the potential for increased cooperation and coordination, notably through the European Defence Agency (EDA).

Common perceptions, joint efforts and further integration are the primary requisites for the EU to foster its role of «security provider». If the adoption of the Lisbon Treaty defined an ambitious role for the EU in the world and aimed at improving its ability to assert its influence and power beyond its borders, the momentum created is now being torpedoed by an increased focus on the financial crisis and debates over the necessity of a fiscal and political union. While defence budgets and external support (i.e. from the US) are decreasing, perceived common challenges and threats are on the rise and get closer and closer to the EU. The optimism of the immediate post-Lisbon era has given space to a feeling of sustained pressure over national defence budgets, EU military capabilities, and over the Union’s capacity and preparedness to promote international security. As ambitious aspirations have come to face reality, neither the Member States nor the EU seem, yet, clearly committed to the path of further integration to foster CSDP.

The event was opened and introduced by Sven Biscop, Director of the European in the World Programme at Egmont, Ambassador Dominique Struye, Diplomatic Advisor to the Minister of Defence of Belgium, Demetris Eliades, Minister of Defence of the Republic of Cyprus, and Claude-France Arnould, Chief Executive of the European Defence Agency (EDA).

ISIS Europe hosted a Live Chat on "Crisis, Information and Social Media" on 19 March 2012, organised in the framework of the Security & Defence Agenda's 2012 Security Jam.
When crisis occurs decision-makers are informed by their own sources, information and news services and, increasingly, social media. In an age where revolutions and crisis are reported “live” through the use of unfiltered social media, and where these social media play an active role, what is the best way to ensure that accurate information is provided to decision-makers and the general public? What problems can arise from the public relying principally on social media as its main source of information? The chat addressed these points and many more relevant issues. Philip Worré, Executive Director of ISIS Europe, moderated the Live Chat and Paulo Brito, Independent Consultant in Security and Defence, joined us as Guest Jammer.

College of Europe Conference: "The Neighbours of the EU's Neighbours: Diplomatic and Geopolitical Dimensions beyond the ENP" 15 November, 2012 The first day of the “Neighbours of the EU’s Neighbours” conference, hosted by the Department of EU International Relations and Diplomacy Studies at the College of Europe in Bruges, focused on rising geopolitical dimensions and challenges in regions adjacent to the European neighbourhood, mainly in the Sahara and Horn of Africa, as well as Western and Central Asia. The notion of “neighbours of the neighbours” was introduced by the European Commission in 2006 in a Communication on strengthening the European Neighbourhood Policy (ENP) stating: “We must also look beyond the Union’s immediate neighbourhood, to work with the ‘neighbours of our neighbours’.” In light of recent changes in the Middle East and the growing instability in the Sahel, one of the key questions addressed on 15 November 2012 was how the EU can create bridges between the different policy frameworks and models of co-operation, in order to elaborate new comprehensive strategies that would facilitate the stabilisation and development of the broader neighbourhood.
